Perl 5.16 and beyond

Jesse Vincent, then Perl 5 pumpking, lays out his vision for Perl 5.16 and the modernized release cadence: monthly dev releases, an annual stable cycle, a rotating release engineer roster, and a 'use 5.16' forward-compatibility declaration mechanism. Delivered as a four-stop summer 2011 tour: YAPC::NA (Asheville, June 27–29), OSCON (Portland, July 25–29), YAPC::Europe (Riga, August 15–17), and YAPC::Asia (Tokyo, October 14–15).
