Perl 5.16 and beyond

Jesse Vincent, then Perl 5 pumpking, lays out his vision for Perl 5.16 and the modernized release cadence: monthly dev releases, an annual stable cycle, a rotating release engineer roster, and a 'use 5.16' forward-compatibility declaration mechanism.
